JHA vs. JSA: What Is the Difference?

Job hazard analysis and job safety analysis are often used for the same core method: break a task into steps, identify hazards and choose controls. Check how your employer and customer define the terms.

There is no universal operational difference between JHA and JSA

Organizations use job hazard analysis and job safety analysis in overlapping ways. OSHA's well-known Job Hazard Analysis guide uses JHA. Construction companies, industrial sites, and customers often use JSA for a similar task-level process. Some organizations treat a JHA as a reusable analysis for a job and a JSA as a site- or day-specific review. Others reverse the distinction or use task hazard analysis, activity hazard analysis, pre-task plan, or another term. Do not invent a legal difference that the applicable source and company process do not support. Choose terminology your workforce and customers understand, define it in the program, and focus on quality: select the task, involve workers, break it into useful steps, identify credible hazards, select controls, assign responsibilities, communicate the plan, and update it when conditions change.

OSHA's Job Hazard Analysis guide provides the core method

OSHA Publication 3071 explains why employers conduct job hazard analyses, how to involve employees, select priority jobs, break a job into steps, identify hazards, and determine preventive measures. OSHA's Recommended Practices for Safety and Health Programs adds worker participation, hazard identification, control, education, evaluation, and coordination context. The applicable OSHA standard or State Plan requirement for a particular task may contain additional planning, competent-person, permit, training, or control requirements. Manufacturer instructions, engineering information, safety data, permits, customer rules, and internal procedures can also matter. Use each source for its actual purpose. The JHA guide offers a general method; it does not approve a specific analysis or resolve every technical question.

Review a JHA or JSA

Use the actual task and work conditions, with the people doing the work; the analysis must be reviewed when those conditions change.

  • Name the job, location, equipment and conditions covered.
  • Involve workers and the supervisor in the analysis.
  • Break the task into useful, observable steps.
  • Describe how harm could occur at each step.
  • Identify controls, prerequisites and responsible people.
  • Agree on changes that require stopping and reviewing the plan.

A reusable analysis still needs a job-specific review

A base analysis can capture a familiar task. Before work starts, the crew should review the actual location, equipment, people, access and nearby work. A changed condition can make a previously suitable control inadequate. Keep revisions clear and check that the crew understands the plan.

Reusable analyses and daily planning serve different needs

A stable, repeatable task may benefit from a controlled base analysis that captures process knowledge and technical review. A daily or project-specific discussion can then confirm crew, location, weather, simultaneous work, equipment, access, and changes. Nonroutine maintenance may need a fresh analysis and specialist input. A permit can support one hazard-control process but does not replace the full task review. A checklist can prompt thinking but should not become a hazard inventory copied into every job. A competent person may be required for particular construction activities; a generic facilitator is not automatically that person. Contractors may bring their own format while the host provides site information. The coordination method should preserve both employers' duties and avoid forcing documents to look identical when critical content differs.

Choose a task whose location, equipment or conditions have changed. Walk through the steps with the supervisor and workers, identify missing controls and agree the review needed before relying on the analysis.

Q.01Does the choice between JHA and JSA change the basic method?
Organizations use both terms, and some customers, regulators, or company systems give one term a specific meaning. The label should be defined, but the practical method remains more important: select the task, observe and involve people who know it, break the work into useful steps, identify credible hazards and exposures, choose controls using the relevant hierarchy and sources, assign responsibility, communicate the plan, and update it when conditions change. Do not copy terminology from another site without checking its process.
Q.02How detailed should the task steps and controls be?
Steps should be specific enough that a worker and reviewer can recognize the work sequence, important interfaces, and change points, but not so granular that the analysis becomes unreadable or separates actions that must be considered together. Describe hazards as credible interactions among people, energy, equipment, material, environment, and task rather than vague categories. Controls should state what will be done, who provides or verifies it, and what condition would stop or change the work.
Q.03Which changes should trigger review in the field?
Review when the scope, sequence, crew, supervisor, contractor, equipment, tool, material, energy source, access, weather, occupancy, nearby work, host requirement, permit condition, or control changes. Also review after an incident, near miss, unexpected condition, worker concern, failed control, inspection finding, or new source requirement. Define who can pause the task and who approves the revised plan.
Q.04How can leadership review quality without observing every task?
Sample analyses against actual work. Check whether steps reflect the sequence, hazards are credible and specific, controls are actionable, required roles and sources are identified, workers participated, changes were incorporated, and field observations match the document. Look for recurring generic phrases, copied controls, missing interfaces, impossible verification, or a signature pattern that suggests the process is administrative.
